Evgeny Arbuzov reports at TransCargo 2014 on investments in construction and reconstruction of the transport infrastructure

During a session of the Transportation and Logistics Congress on 27-28 March 2014 in Kaluga, Russian Federation, ART DE LEX partner Evgeny Arbuzov reported on five key points that are important to investors in the construction and reconstruction of transport infrastructure:

• the risks associated with implementation of regional PPP projects
• amendments to the Russian concession agreements law that provide a mechanism for deferred payments in PPP projects
• legislative limits on PPP opportunities
• interaction between the state and investors in the railway sector
• tactics to overcome barriers to attracting investments in regional transport and logistics projects

The main purpose of the Congress was to provide a unique platform for an open dialogue among public authorities, investors, shippers, and freight forwarders. Improving the investment climate in the Central Federal District attracts Russian and foreign investors to the regional transport and logistics projects.
