The managing partner of ART DE LEX, Dmitry Magonya, spoke about the modernization of the forced sale of debtors’ assets

On 26 February 2015, the Committee on Constitutional Legislation and the State Constitution of the Federal Council, within the Federal Assembly of the Russian Federation, organized a roundtable on “Modernizing the system of involuntary disposition of the assets of debtors.”

Konstantin Dobrinin, the deputy of the chairman of the committee, moderated the discussion, which involved leading experts, advocates, and academics, including the presidential advisor, Veniamin Yakovlev, the head of the officers of the court of the Federal Antimonopoly Service, Arthur Parthenchikov, as well as representatives of the Supreme Court of the Russian Federation, State Duma, General Prosecutor Office, Investigation Committee, human-rights ombudsman, and business rights commissioner.

In his report, Dmitry Magonya suggested measures to increase the effectiveness of the system of the forced sale of the property of debtors and the need to take into account the experiences of different committees that organize online tenders and auctions.
