Yaroslav Kulik, of ART DE LEX, will deliver a speech at a seminar for the regional offices of FAS Russia during the “Week of Competition in Russia”

The “Week of Competition in Russia,” an international event that will extend from 21 to 24 September, will coincide with the twenty-fifth anniversary of antimonopoly regulation in the Russian Federation. Programs linked with the “Week of Competition in Russia” will include representatives of governments, business, international organizations, integration associations, and heads of competition authorities from various countries.

On 22 September, in conjunction with the “Week of Competition in Russia,” a seminar for the regional offices of FAS Russia will take place. The Noncommercial partnership “Competition Support Association” will participate in the proceedings.

The issues scheduled for discussion at the seminar include:

● the best practices for implementing standards at the regional level to promote competition in the Russian Federation (round table);

● the legislative reforms pertaining to competition in related areas of law (utilities, construction, municipal solid waste, wood, etc.);

● the main focus of improvements in the area of antimonopoly legislation; and

● the instructions from FAS Russia for considering cases and coordinating transactions pertaining to economic concentration.

Yaroslav Kulik, a partner and the head of the Competition Practice for the ART DE LEX law firm and a member of the General Council of the Non-Commercial Partnership “Competition Support Association,” will deliver a report about the application of the antitrust provisions in Article 17 of the Law on Protection of Competition, which establishes the antitrust requirements for trading.

On 23 September 2015, an extended meeting of the Board of the Federal Antimonopoly Service will occur. A number of noted guests will attend: the mayor of Moscow, Sergei Sobyanin, the chairman of the Executive Committee of the CIS Executive Secretary, Sergey Lebedev; a member of the Collegium and minister for competition and antimonopoly regulation of the Eurasian Economic Commission, Nurlan Aldabergenov; the head of Rospotrebnadzor, Anna Popova; the head of the Standing Committee of the Union State of Belarus and Russia, Grigory Rapota; the chairman of the Interstate Aviation Committee, Tatyana Anodina; representatives of the competition authorities; and leaders of 18 countries, including the BRICS countries. The head of FAS Russia, Igor Artemyev, will deliver a key report on the results of the Russian antimonopoly agency.
