The Eighth All-Russian Congress of Advocates elected Dmitry Magonya as a member of the Council of the Federal Chamber of Advocates of the Russian Federation

On 20 April 2017, the Eighth All-Russian Congress of Advocates took place in the Great Hall of the International Multimedia Press Center, MIA Rossiya Segodnya. Those attending included 149 delegates, from 84 chambers of lawyers, based in political entities throughout the Russian Federation, as well as numerous guests and representatives from public authorities, public organizations, and the community of legal experts. According to the participants, the promulgation of the draft Concept of regulation of the market for professional legal assistance will take place soon, and its aim is to solve the problems in the area of remuneration for lawyers participating in legal proceedings.

Yuri Pilipenko, the president of the Federal Chamber of Advocates of the Russian Federation, opened the Eighth All-Russian Congress of Advocates with a message from Vladimir Putin, the President of the Russian Federation. Mr. Putin noted that, over the past years, the bar has proved its relevance, strengthened its authority, as one of the most important institutions of civil society in our country, and united lawyers in a professional corporation that acts on the principles of legality, independence, self-government, and equality.

On the agenda of the congress were significant issues for the bar, among them the adoption of standards that defense counsels are to implement during criminal proceedings and changes to the Code of Professional Ethics for lawyers.

The congress elected Dmitry Magonya, the managing partner of ART DE LEX, to a the Council of the Federal Chamber of Advocates. The congress also filled vacancies on the Commission of Ethics and Standards.

Dmitry Magonya noted that the movement of professional lawyers in the direction of the bar continues, but it requires institutional support. It is important that legislative structures and legal corporations provide a convenient method for making the transition to the bar for those who want it. This process is related to the ability of the Federal Chamber of Advocates, together with the legislature, to create standards for transferring certain legal professionals to the status of lawyers.

The Council of the Federal Chamber of Advocates is the collegial executive body of the Federal Chamber of Advocates of the Russian Federation. The All-Russian Congress of Advocates elects the council, by secret ballot, with one-third of the thirty-member body rotating once every two years.
