For three years, the archive of the Russian Academy of Sciences in St. Petersburg has had to delay moving, and the new deadline for completion is 2021. Nevertheless, work with the contractor continues, and the parties have concluded a new contract worth more than 200 million RUB. What is preventing the completion of construction?
