First section of Moscow-St. Petersburg toll road will open in 2014

The 15-58 km section of the Moscow-St. Petersburg high-speed toll highway will be opened in autumn 2014, with the transport junction to enter the toll road to Moscow set to open next summer. The new toll road is expected to reduce substantially the flow of traffic on Leningrad Shosse and to provide a convenient approach to Sheremetyevo airport.

Northern section of WHSD in St. Petersburg postponed until September

At the end of July, an official from the Committee to Development Transport Infrastructure, Dmitry Burenin, announced that the opening of the northern section of the Western High-speed Diameter (“WHSD”) would be postponed until no later than September; while the opening of the central section of the WHSD is right on schedule, which, according to officials, is set for 2016.

President Putin identifies three top-priority infrastructure projects

During this year’s St. Petersburg international economic forum, President Vladimir Putin announced that RUB 450 billion from the National Welfare Fund would be used to finance infrastructure projects based on recouped investment. The President has designated three projects as being top priority: constructing the Moscow-Kazan high-speed mainline; building the Central Ring Road; and completing work on the Trans-Siberian railway. The President has also ordered the Russian Government to formulate a mechanism in the near future to complete these projects and to recoup the funds invested in them.

President Putin confirms instructions for utilities, housing services

According to the instruction of the president of the Russian Federation, housing and utilities services being managed by inefficient federal or municipal operators will be transferred to private operators by 2016 under concession agreements. The state or municipal share in these structures will not exceed 25%.

Ten toll roads under construction in ‘New Moscow’

Moscow officials have announced plans to build toll roads in the adjoining areas outside the City under concession agreement with 25% to 75% financing. The list of proposed toll roads could include up to ten motorways.

Moscow’s airport property to be privatised

On 3 July 2013, President Vladimir Putin held a meeting on developing Moscow’s air hub. During the meeting, the President noted that there are plans to consolidate airport property, such as the runways, platforms, taxiways and parking areas. The value of the state’s assets that are planned for privatisation will be assessed by 1 September 2013.

St. Petersburg announces tender to build perinatal centre

St. Petersburg plans to construct a RUB 5 billion perinatal centre under a PPP. Currently, officials are drawing up tender documentation that should be ready by the end of this year.

Regular helicopter transport could be set up in Moscow Region

Russia’s Transport Ministry is currently drafting a new programme to develop the Moscow Region’s transport and road infrastructure as planned for 2018. As part of the programme, there are plans to have regular flights between the Moscow Region and neighbouring ones, as well as to build helicopter pads under PPP.

The helipad sites have been selected: in the city of Khimki; near the Kashirskaya highway, near the "Mega-Belaya Dacha" shopping center, and the Mytischinskiy market. The center for 10 or more helicopters has to be located in Reutovo, Yasenevo, Dolgoprudniy, at the intersection of the Ring Road with the Warsaw highway, and General Dorokhov Street.

Aeorsoyz, which is an authorised dealer and service center of Robinson Helicopter Company (USA), is a prospective investor.

Infrastructure projects to have clusters to produce materials

In order to reduce the amount of wear-and-tear when producing major construction materials, the head of the Regional Development Ministry, Igor Slyunyaev, has suggested the Federal target programme “Developing the Construction Materials Industry in the Russian Federation”, calling for setting up clusters around construction sites where materials may be produced as one of the main measures to support the industry.

Fish market chains to be created under PPP

During the St. Petersburg international economic forum, the Russian Federal Fisheries Agency presented a project to set up a chain of large wholesale complexes to sell perishable goods under the name of Russian Goods Chain (“Rosprodset”). The pilot project is set for St. Petersburg under the auspices of the Spanish state company Mercados Centrales de Abastecimientos, with EUR 2.5 billion being invested in it.

Paid parking could appear in St. Petersburg

Plans are underway in St. Petersburg to construct paid parking areas under PPP, with RUB 4.9 billion expected to be invested in the project. Return on investment is expected to come from paid parking of RUB 30 – 150 per hour, with a base rate of RUB 50 per hour.

Drivers may have to pay a toll to use bridge across Volga River near Togliatti

Officials in the Samara Region are reviewing the possibility of attracting private investment to construct a bridge across the Volga River in the town of Klimovka, just outside Togliatti. Should an investor be found, it will recoup its investment by implementing a toll to use the bridge. The value of the project is approximately RUB 72 billion. In August, Giprotransmost was named as the designer of the bridge, receiving a design contract worth RUB 146 million.

About 3,000 new places in kindergartens planned by year-end in Khakassia

The Khakassia Republic plans to end the waiting list for places in kindergartens for three to seven year olds by the end of the year. To this end, RUB 73 million has been set aside from the budget.

Water sports complex to be built in Sakhalin

A water sports complex is set to be built in Sakhalin under a PPP. Construction will start this year, with plans for opening in 2017.

DSW recycling system to be created in Murmansk Region under concession agreement

The Murmansk Region Government has signed a concession agreement to set up a modern municipal domestic solid waste system in the region. Investment in the project is expected to be RUB 1.25 billion.

Tax increment financing planned for official approval in Yakutia

Tax increment financing will be approved via a pilot project that will be part of the Full Development of Southern Yakutia investment project. A working group of the interested federal authorities, Yakutia Government and development institutes has been created to complete the project.

Fourth airport planned for Moscow

With the goal of increasing flight capacity, there are plans to build a fourth airport to service Moscow. According to Prime Minister Dmitry Medvedev, the airport will be Ermolino. A company from Oleg Deripaska’s Basic Element group will construct the airport.

St. Petersburg to attract investment in social, infrastructure projects

St. Petersburg plans to implement road transport and social projects under PPP. The proposed projects include constructing a bridge through Serny Island; reconstructing Makarov Embankment with strategic partners under a lifecycle contract; as well as building the Fayansovo-Zolnaya highway to bypass the City. The City officials also plan to attract investors to construct schools and kindergartens in four of the City’s regions. Bank of Moscow is also expected to invest RUB 20 billion in social projects.

Federal legislation

Various ministries are continuing to develop proposals to draft law No. 238827-6 “On the Fundamentals of PPP in the Russian Federation” (the “Draft Law”), which passed the first reading on 26 April 2013. The State Duma is expected to review the Draft Law during the second reading of this autumn’s session.

Russia’s Economic Development Ministry has suggested using the country’s Investment Fund to complete PPP under tax increment financing (“TIF”). TIF proposes building infrastructure with private financing, while the state guarantees the investor a return on the construction via additional tax revenues that are generated once the project has been completed.

Regional PPP legislation continues to be drafted in Russia, with two draft laws under review on participating in PPP in the Primorsky Territory and the Kostroma Region. Investment funds that have been set up in the Khanty-Mansiisk Autonomous Region and the Ulyanovsk Region will allow these constituent entities to receive funding from the national Investment Fund in order to complete PPP projects.
