Yaroslav Kulik and Firm Kirill Dozmarov of ART DE LEX participated in the joint session of the noncommercial partnership “Competition support” and the FAS

On 18 September 2014, a joint session of the noncommercial partnership “Competition support” and the Federal Antimonopoly Service took place. At the session, Yaroslav Kulik, the head of the Competition practice at ART DE LEX, and Kirill Dozmarov, an associate of the ART DE LEX Competition practice, both of whom also are members of the noncommercial partnership “Competition support,” discussed matters of competition and antimonopoly regulation with other experts.

Those at the joint meeting considered the fourth package of antimonopoly rules, in particular the procedure for pretrial procedures for appealing territorial antimonopoly decisions (orders). The participants also considered improvements to FAS decree no. 220 and concluded that there is a need for changes in the procedures for dealing with violations of antitrust laws.

Other topics of discussion included the Institute of Antitrust Compliance and the need to improve the programs for exemptions from liability for antitrust violations. The group also touched on developing proposals for improving the process of complaints and appeals against actions or inactions of legal persons, auction organizers, operators of electronic platforms, competition or auction commissions that organize and conduct auctions, contracting, and violations of antitrust requirements regarding trading. Those at the meeting also talked about developing the chapter on unfair competition.

Yaroslav Kulik spoke about improving exemptions from liability for violations of antitrust laws and about handling a number of other issues.
