The sixth annual Conference on Antitrust Regulation in Russia will take place in Moscow on 10 October 2014. The noncommercial partnership, Supporting Competition, and the Russian newspaper, Vedomosti, are organizing the event, with the support of FAS Russia. The conference will gather together members of the legislative, executive, and judicial branches as well as lawyers and economists to ensure that antitrust policy keeps pace with international standards. The conference will analyze how the FAS facilitates the effective functioning of commodity markets as well as the prevention, control, and suppression of monopolistic activity and unfair competition. Among the speakers will be the head of FAS Russia as well as leading lawyers and economists who specialize in competition law.

Yaroslav Kulik, a partner and head of the Competition Practice at ART DE LEX, will participate as the moderator of the session focusing on the rules of nondiscriminatory access and trade policies of companies.

During the discussion, the experts will discuss the possible economic effects of antitrust regulation on various business sectors. The participants will attempt to find a compromise among the interests of regulators, businesses, and customers. The session will consider such topics as the possible extent of government intervention in the trade practices of companies, rules of nondiscriminatory access as mechanisms to prevent the abuse of a dominant position, and the risks of employing a broad trade policy and nondiscriminatory access rules.

The noncommercial partnership “Promoting Competition” is a platform for the formation of a consolidated position in the business community and the state for promoting competition and for the improvement of antimonopoly policy. It collaborates with FAS Russia and the legal community in several areas: drafting effective antimonopoly legislation, in cooperation with antimonopoly bodies; developing and supporting effective state policy regarding competition; facilitating a constructive dialog between business and antimonopoly bodies; as well as cooperating in the area of competition with the European Commission, the International Competition Network (ICN), and government bodies related to competition law in the USA, EU, and other countries.
