Moscow’s cadastral values for 2015

On 22 November 2014, the official website of the Moscow Government (https://www.mos.ru/) published the results of its public cadastral real estate assessment: Moscow government decree of 21 November 2014, no. 687-PP, “The public cadastral real estate assessment of Moscow lands” and Moscow government decree of 21 November 2014, no. 688-PP, “The public cadastral real estate assessment of objects under construction in Moscow”.  The new cadastral values come into effect on 1 January 2015.

According to the decrees, the average cadastral value of property varies, based on the district, and increases are from 0.8 to 13.0 percent.

In accordance with article 24.12 of the Federal Law, no. 135-FZ, dated 29 July 1998, “Assessment activities in the Russian Federation,” public assessments take place, in compliance with the decision of the executive body of the Russian Federation or with the decisions of local governmental bodies, for cases federal legislation specifies, no more than once every three years or once every two years, in the cities of federal significance, and not less than once every five years from the last date of the cadastral real estate assessment.  The cadastral value in Moscow, therefore, should remain valid for at least two years, that is, until 2016.
