The businesses could not have allowed the consumers to have a powerful judicial remedy. The institute of class actions against monopolists will be introduced safely from infringers as suggested by the draft law of Ministry of justice.

Ministry of justice adds substantial complexity to filing procedure, says the Head of Competition Regulation Practice of ART DE LEX Law Firm and Member of Agency for Strategic Initiatives Yaroslav Kulik: Besides complaint, it is also required to submit, for example, data on nationality and migration card, and also to pay the state fee individually. Such barrier is intended to be in favor of defendant, complains Kulik.
