Artur Zurabyan comments for "Business Petersburg": The Court prohibited Smolny from entering into a contract to clean the streets worth nearly 1 billion roubles

The Office of the Federal Antimonopoly Service (OFAS) has for a long time been fighting with the well-established practice of distribution of “snow” lots among the same persons, whereas the actual performers, who act as subcontractors, are unable to participate in bidding due to absence of contracting experience. However in this case, the OFAS decided to support those contractors  who had been winning in such bidding over the last few years, adds Artur Zurabyan.
