The Lawyer’s Newspaper quoted Valeria Ivacheva, an attorney with the ART DE LEX Dispute Resolution and Mediation Practice, in an article about the large number of decisions the appeals courts overturned in 2018 that had originated as civil cases in the courts of general jurisdiction. Ms. Ivacheva stated that “a high proportion of rulings from the courts of first instance are overturned as a result of the incorrect application of substantive rights. The cause may be the fact that judges in the courts of general jurisdiction do not have the opportunity to specialize in a certain category of civil cases, and that hinders their ability to monitor, in detail, current specialized legal practices.”
