ART DE LEX managing partner, Dmitry Magonya, participated in the All-Russia forum on “Private operators of communal infrastructure”

On 11-12 November 2014, the conference center of the Swissotel Red Hills welcomed the All-Russia forum on “Private operators of communal infrastructure” that discussed municipal infrastructure of all types, including water supply, wastewater discharge, solid-waste recycling, electricity, and heating.

At the forum, Dmitry Magonya reported on “The peculiarities of tendering procedures and tariff setting in the sphere of wastewater treatment sludge,” during which he analyzed regulations related to wastewater treatment sludge.

“Private operators of communal infrastructure” is an annual gathering of experts from municipal, state, and private companies engaged in municipal service management. It strives to improve the effectiveness of private companies that operate municipal services.

On 11 November, the first working day at Swissotel Red Hills, the sessions considered private-public partnership approaches for municipal services as well as private investment increases in the construction and modernization of water supplies, heating, electricity, and solid-waste recycling. On the second day, 12 November, the participants gathered at the EY Company office for an educational program of lectures and case studies.

The organizers of the forum were the PPP-Institute and the EY Company.  Among the participants were members of the Administration of  the President, ministries and departments of the Russian Federation government, Federal Council, and State Duma. Also present were key individuals from leading Russian and foreign banks and enterprises along with representatives from the sciences, business, society, and media.
