The draft law stipulated introduction of external administration, if the foreign entity has actually stopped managing the organization in the absence of any discernible economic grounds for it. 

Attorney, Head of Litigation and International Arbitration at ART DE LEX Artur Zurabyan noted that international law, as well as any national private law, is based on inviolability of property of private individuals and corporations. At the same time, in any national law there are institutes that limit the owner’s powers in a situation when free exercise of their rights violates the interests of third parties or public interests. The administration mechanism proposed by the draft law regarding actually abandoned legal entities is just one of such mechanisms, he believes.
