Pipe manufacturers not cited for non-competitiveness
Following a year-long investigation, the Federal Anti-monopoly Service (the “FAS”) has not cited an infringement on the part of Russia’s largest manufacturers of pipes for the delivery of gas from Gazprom. Even though non-competitiveness was proved, the pipe manufacturers were able to get leniency from the FAS, which took into consideration the multi-billion ruble investments into the industry. However, should there be a repeat of such instances, the FAS has promised to fine the companies.

In a joint message, Chelpipe, TMK, Izhorsky Pipe Works (Severstal) and OMK Pipe hailed the FAS’ decision, emphasizing that “an objective decision of the activities was rendered based on the multi-billion ruble investments of the pipe manufacturers in the real economy over the past few years”. Kirill Dozmarov of Art de Lex, notes that given the social and economic outcome, the FAS’ decision was fully expected and more beneficial for the market, industry and the economy as a whole.
“The Northern European Pipe Project (“NEPP”) wins orders based on tenders and is prepared for competition”, says the company’s general director, Alexander Muratov. NEPP delivers a fully comprehensive service, from assembling orders to quality control, organizing logistics and providing financing. According to him, the market for similar services has developed throughout the world, and this will also happen in Russia.
