For 7 years Sergey has been specializing in issues related to the competition law, procurement under the Federal Law No. 44-FZ «On the contract system in the field of procurement of goods, works, and services for state and municipal needs» dated 5.4.2013 and the Federal Law No. 223-FZ «On procurement of goods, works, and services by certain types of legal entities» dated 18.7.2011. 

Before joining the firm, Sergey worked at MTS, a Russian mobile operator, and Uralkali, where he was successfully representing the companies’ interests before antimonopoly authorities and courts, and participating in companies’ large-scale projects for implementation and realization of antimonopoly compliance. 

Some of Sergey's recent projects: 

  • He represented the interests of MTS, the largest mobile operator, in the case of price discrimination in the FOCL lease market, and in the case of recovery of damages arising from violation of antimonopoly legislation. As a result, a fair price for the lease of FOCL was established for the operator, saving 1.5 billion rubles;
  • Successful advocacy for one of the largest chemical industry enterprises, in the case of contesting the antimonopoly authority’s decision, which confirmed that in the company's actions there was no evidence of establishing monopolistically high prices for one of the goods. This no-violation decision stood persisted in three court instances;
  • Successful advocacy for Uralkali, one of the world's largest producers of mineral fertilizers in the case of an alleged unjustified reduction in discount downsizing on the main products of the company. The case hearing resulted in recognizing the company's actions as legitimate and consistent with the antimonopoly authority recommendations.
