Pravo.ru quoted Dmitry Magonya in a commentary titled "FAS is asked to punish Google for restraint of competition"

Conflicts between participants in digital markets are taking real forms. This time the point at issue is the market of social network video-hosting platforms, where the leading player is YouTube owned by Google LLC.

Regional Public Organization "Center for Internet Technologies" (ROCIT), one of the most authoritative public platforms on the Runet, has recently sent a statement to the Federal Antimonopoly Service of Russia about alleged violation of antimonopoly legislation by Google. The antimonopoly authority is asked to impose liability on Google for restricting competition. According to ROCIT, YouTube’s non-alternative terms of service user agreements are unfair, content moderation takes on the nature of censorship, and accounts and channels are blocked on the basis of unlimited discretion on the part of the platform.

Dmitry Magonya, ART DE LEX Managing Partner, comments on the situation in the social network video hosting market. “Google actually acts as a regulator in the video content market and can influence the composition of market participants through its policies and actions. In this regard, it is critical to regulate in detail the service's approach to blocking accounts, channels and specific videos, as well as restrictions on the release of content”, underlines Dmitry Magonya.
